SPCC Plans

US EPA regulations (40 CFR 112) require that facilities with more than 1,320 gallons of oil storage capacity have a Spill Prevention, Control and Countermeasure Plan (SPCC) in place.  SPCC plans, while site specific, have to contain certain elements; specifically:

·          operating procedures implemented to prevent oil spills

·          control measures in place to prevent oil from entering navigable waterways or adjoining shorelines

·          countermeasures to contain, cleanup and mitigate the effects of an oil spill

The plan has to be illustrated with diagrams showing the oil storage location as well as other site details.  Site inspections and a 5 year review of the plan have to also be addressed.

 These rules apply to non transportation related storage.  The 1,320 gallon threshold applies to above ground storage and includes the total storage capacity at a facility counting all containers greater than 55 gallons in capacity.  A facility with more than 42,000 gallons in underground storage tanks is also subject to this requirement.
